The obligation to pay for water services does not apply to all those listed in Art. 35 sec. 3 of the Water Law Act (hereinafter: PW) on water services. Wprost, it only concerns the abstraction of groundwater or surface water, discharge of sewage into water or ground, and discharge into rainwater or snowmelt water included in rainwater sewage systems or collective sewage systems in cities.
